Chief Lou Marcelli

Lou Marcelli brings more than a quarter century of law enforcement experience to his role as Chief of Police. Lou served as a Patrolman, Patrol Sergeant, and Detective Sergeant with neighboring East Whiteland Township before joining the Malvern Police Department as Chief. In those roles, he has experience as a community liaison as well as in management, budgeting, criminal investigation, Community Policing; D.A.R.E. Hostage Negotiator, Narcotics Officer, Public Relations officer, liaison for Police-Business community, Community related patrol and more. He is a graduate of the Police Academy at Delaware County Community College and holds additional certifications from the Federal Bureau of Investigation, the U.S. Department of Homeland Security, the Public Agency Training Council and other law enforcement agencies. Lou had worked in Malvern in 1986 for over a year, he understands the unique character of our community. He and his wife have 3 children. He is also very involved with youth sports and coaching baseball. Lou enjoys spending time with his family and many friends.

Sergeant Lloyd Douglas

Lloyd is a graduate of Great Valley High School class of 1976. Lloyd later attended Delaware County Community College Police Academy, graduating in 1984. He has a Masters Degree from West Chester University in Public Administration. Lloyd was employed by the West Chester University Police Department from August 1985 to May 1986. He began working for the Malvern Police Department in May 1985 as a Patrol Officer, and became the Sergeant in November 1994. Lloyd enjoys playing baseball, basketball, and racquetball.

Officer Joseph Cordone

Joe is a graduate of Bishop Shanahan High School class of 1989, and the Pennsylvania State Police Academy in 1996. Joe worked at West Chester University Police Department from July 2001 untill June 2006. While working at West Chester University Joe was employed by the Malvern Police Department as a part-time police officer. He was hired full-time in June 2006. Joe is currently working on his bachelor degree at St Joseph’s University. Joe enjoys snowboarding and golf.

Officer Patrick Dougherty

Officer Dougherty is a graduate of Penncrest High School class of 2001. Pat worked in his family’s construction business and attended the Delaware County Police Academy graduating in December, 2004. Pat was previously employed by the Lincoln University and Clifton Heights Police Departments. Pat began full-time service with the Malvern Police in March, 2008. Officer Dougherty attended the Chester County Detective school sponsored by the Federal Bureau of Investigation. He has been a volunteer firefighter and emergency medical technician for ten years and still volunteers. Pat enjoys hiking, camping and target shooting. Pat and his wife Jen were wed in May, 2009.

Officer Stephan Walker

Steve Walker is a 2008 graduate of Pennsylvania State University with a Bachelor’s Degree in Communications Arts and Sciences. In July 2016, Office Walker accepted a full-time position with Malvern Borough, prior to that he was a part-time officer for the Borough, as well as, East Whiteland and Easttown Townships. He and his wife, Maggie have a young son named, Stevie. When he is not patrolling the streets of Malvern, he enjoys spending time with his family and vacationing in Ocean City, New Jersey.
